Because the project is in a planned development zone district, it’s considered a conditional use and requires planning commission public hearing, review and consideration as well as City Council’s consideration. Specifically, the property is a business planned development.
The project, which has only one variance request, was recommended by the Hamilton Planning Commission with six conditions. Among the conditions, according to Planning Commission’s recommendation, includes operating hours from 8 a.m. to 7 p.m. Mondays to Fridays, 9 a.m. to 6 p.m. on Saturdays, and limited hours on Sundays. In Casto’s application, the company indicated these are standard operating hours for Valvoline.
Wilson said the variance is due to the overhead doors.
“Planned development regulations do not allow for any physical or right-of-way-facing overhead doors,” he said.
The business had collaborated with city staff to bring the project into compliance with the code, except the once variance. The project is on a lot just more than 1 acre and includes a new, among other things, 1,440-square-foot building, nine parking spaces, an enclosed dumpster, and a monument sign with landscaping.
This would be the first Valvoline Instant Oil Change location in Hamilton, but there are others in neighboring communities, including Fairfield Twp., Fairfield, Liberty Twp. and West Chester Twp.
Council will consider the preliminary and final planned development request at its next two meetings in September with a possible vote on Sept. 25.
