When officers arrived, it appeared Mongar was overdosing and paramedics were called. A search of Mongar turned up a “tied off baggie containing a brown chunky substance in Mr. Mongar’s buttocks,” the officers stated in the report.
The substance tested positive for heroin, according to police.

Mongar, 33, of the 3000 block of Omaha Street, was transported to Atrium Medical Center for treatment. He is charged with drug abuse and is scheduled to be arraigned Friday.
