If council approves the measure at its Sept. 17 meeting, ODOT would cover all costs for the project. The city would be responsible for any additional costs outside what ODOT and the Federal Highway Administration deems necessary.
City Engineer Scott Tadych said the estimated cost of the project is more than $2.4 million, and construction could begin in 2021.

“ODOT has determined this intersection to be a ‘high crash’ intersection and will be designing and constructing safety improvements to the intersection at no cost to the city,” Tadych said in his staff report.
The project would include:
- Re-aligning the northbound left turn lane to improve sight distance
- Improving the horizontal alignment on eastbound Ohio 122 at the intersection with Breiel Boulevard while also providing an eastbound right turn lane
- Constructing a new traffic signal and revising the signal timing if necessary
- Determining if providing protected-only left turn movements is feasible.
According to an April 2016 safety study of the intersection prepared by Crawford, Murphy & Tilly, Inc. of Springboro, the intersection was ranked 29th on the Urban Intersection priority safety list based on crash data from 2012 to 2014. The intersection had also appeared at the top of ODOT’s safety ranking for urban intersections in Butler County at least since 2010, according to the study.
Ohio 122/Roosevelt Boulevard is a major arterial road and in 2014 had an average daily traffic of 24,210 vehicles per day of which 5 percent are trucks. The speed limit is 45 mph on Ohio 122/Roosevelt Boulevard and the speed limit is 35 mph on Breiel Boulevard.
Other than improvements to the traffic signal controllers, no other improvements have been made to the intersection at the time of the report.
The report also analyzed crash data at the intersection from 2012 to 2014. Of the 100 crashes reported during that three-year time period, there were:
- Injury crashes: 34 percent
- Rear-end crashes: 44 percent
- Side-swipe passing crashes: 13 percent
- Left turn crashes: 12 percent
- Backing: 7 percent
- Fixed object crashes: 5 percent

2016: 29 crashes, one serious crash, no fatalities.
2017: 32 crashes, no serious crashes, no fatalities.
