Construction delays have slowed the 250-bed dorm started in April 2018.
Some students are living in the lounges of other dorms or common areas.
Sophomore Isaiah Booker said as many as 30 students don't have housing because of the delay.
University officials said poor weather and the Memorial Day tornado outbreak pushed back the supply chain for the project. Those same officials said they hope to have the students in the new dorm in about a month.
CSU is experiencing a high demand for university housing, CSU officials said on the university's website, noting, "every student who received enrollment clearance by the university's specified deadline and submitted a housing application was accommodated accordingly.
“Unfortunately, those who did not have experienced a delay in receiving a housing assignment. Those housing assignments will be communicated as available units are identified."
Classes for the new term began Monday.
