Brian Trauthwein, 42, of Franklin Street, originally said he found the dogs, Porsche and Chloe, but further investigation indicated otherwise, according to detectives.
The two female dogs received medical care and treatment through the Humane Society, according to the dog warden.
Trauthwein faces two counts of animal cruelty.
