Village officials said that a portion of Ohio 123/Central Avenue will be resurfaced between Dayton-Oxford Road to Osprey Lane located just west of the Carlisle Industrial Park; and the extension of Union Road through to Fairview Drive.
The resurfacing project bids came in much lower than the engineer’s original estimate of $200,000, according to Village Manager Sherry Callahan. She said the lowest and best bid was from the John R. Jurgensen Co., who was awarded the contract. Their bid was $138,000. Callahan said the project will be funded through a $167,000 federal transportation grant. However, the village can only use up to the project’s cost, due to federal regulations.
Callahan said the resurfacing will begin when weather permits and that traffic will be maintained during the project.
Plans are in the works to extend Union Road from just north of Ohio 123 through to Fairview Drive that will give residents another north/south road through Carlisle.
Village officials said the extension through the Timber Ridge subdivision will enable residents to better access Town Hall, the Carlisle school campus, the village police, fire and road departments as well as Franklin Twp. administrative offices and roads department, all of which are located on Fairview Drive and is one of the village’s east/west thoroughfares.
“This will make it more convenient for residents to get around the village,” Callahan said.
She said the engineering firm has estimated the project’s cost at $1.3 million to complete the Union Road connection to Fairview Drive. Callahan said the village received a $331,000 grant from the Ohio Public Works Commission and the remainder would be paid through the Tax Increment Financing agreement with revenue generated from the subdivision.
“The TIF proceeds will exceed what the village will need to complete the project,” she said.
Bid packets for the project are expected to go out in early spring with an eye to begin construction in late spring, she said.
